David’s career spans over 40 years with leadership roles in the United States and internationally.  Prior to David’s current role, he managed the operations of BSII’s portfolio of projects for the U.S. Department of Energy, U.S. Department of Defense, Chemical Demilitarization and U.S. Threat Reduction in the Former Soviet Union.

Before joining BSII in 2006, David was president of Fossil Power, where he led strategy, business development, operations, and had financial responsibility for one of Bechtel’s major businesses. He has also managed the engineering, procurement and construction operations, which supports Bechtel’s power projects with procedures, information systems, and facilities, and the recruiting, training, and deploying of personnel.

David has served as regional business manager for Bechtel’s power work in Europe, Africa, the Middle East, and Southwest Asia. Based in London, he had responsibility for 10 major projects, more than $1 billion per year in revenue. Before taking on this role, he worked in São Paulo, Brazil as manager of Bechtel’s Latin America power, telecommunications, and civil business. He was subsequently appointed deputy manager for Bechtel’s South America operations and served as the area’s chief financial officer.

David’s initial work in Latin America included managing the development, negotiation of construction and associated training, and the engineering and construction of the 700-megawatt Samalayuca II combined cycle power plant, Mexico’s first independent power project developed under NAFTA.

During the 1980s, David managed the power business’s estimating department and later worked on coal, waste coal, gas, and waste-to-energy projects. Early in his career, he worked in various engineering and construction roles for several nuclear power projects, both boiling and pressurized water designs.

David earned a BS degree in Mechanical Engineering from Rensselaer Polytechnic Institute and an MBA from George Washington University.
